WWE developmental snubs a former TNA talent

Steve Keirn, who owns the WWE developmental territory Florida Championship Wrestling, snubbed former TNA and ECW manager "Sinister Minister" James Mitchell. Former TNA employee Bill Behrens reported at WrestleZone.com that Mitchell was under the impression he had a tryout with the promotion after exchanging emails with Keirn, but he was asked to pay $1,000 when he showed up to the building. Powell's POV: The story also notes that Keirn told Mitchell that FCW held tryouts for managers and announcers in January. I suppose it's possible they did, but I don't recall hearing about it. Am I the only person who finds it ridiculous that someone with Mitchell's track record (he's worked for Smoky Mountain Wrestling, WCW, ECW, and TNA) would be asked to try out, let alone pay $1,000 to do so?
