Michael Hayes pitched the idea of the WWE website stunt involving Jeff Hardy. He had the full support of Vince McMahon, and Stephanie McMahon provided the directive to the creative team for how the storyline would play out.
Powell's POV: I was told that the company decided to go with the angle sometime last week and only a few people outside the creative team were aware of the plan. Hardy, Edge, and Triple H were among the few wrestlers who were eventually approached with the storyline in advance.
