Elsewhere in the story, WWE spokesman Henry Jacob claimed that Hornswoggle's role is limited to outside the ring. "He doesn't actually wrestle," Jacob said. "It wouldn't be fair. Powell's POV: Like most wrestlers, Jericho can make that claim with a straight face because the interviewer asked him specifically about steroids, not HGH, ridiculously high levels of testosterone that are permitted as long as the wrestlers have a prescription from a doctor, or other performance-enhancing drugs.

Even if this interview was conducted prior to Horny wrestling at the Smackdown tapings last week, I guess Jacob missed out on Hornswoggle's run with the now defunct WWE Cruiserweight Title.
