Update on former TNA creative team member Dutch Mantel

Powell's POV: Mantel worked in a creative capacity for the IWA for years before he joined TNA, so it's no surprise to see him return. Although TNA creative has been heavily criticized, Mantel has had a lot of success in Puerto Rico over the years.
